An RCM mark on a charger is only the label: match the Australian supplier, registration and records

For Australia-bound chargers, connect the RCM to the responsible supplier, EESS equipment entry, supporting certificate and applicable ACMA compliance records.

Executive summary

Australia’s RCM is the visible end of a compliance process, not a separate approval issued to a Chinese factory. For a mains charger, buyers should connect the brand and model to an Australian or New Zealand Responsible Supplier, the applicable EESS registration and certificate, and the ACMA declaration and test records required for the product. EESS expressly identifies a mobile-phone charger as Level 3 “power supply or charger” equipment, making registration and a valid Certificate of Conformity central checks for that category. Who stands behind the RCM on an imported charger?

Under EESS, the Responsible Supplier is the first Australian or New Zealand manufacturer or importer of in-scope electrical equipment. Registration requires an Australian Business Number or New Zealand IRD number and a real business presence in one of those countries. EESS states that an overseas company, offshore factory or agent cannot become the EESS Registered Responsible Supplier merely by arranging tests or paperwork.

That distinction matters in OEM sourcing. A Chinese charger factory may apply the mark during production only with authority from the Registered Responsible Supplier that will import and sell that product. The label therefore should lead to a named local legal entity. It does not by itself identify the factory, prove that the factory owns a certificate or show who will carry the product into the Australian market.

  • Written authority connecting the offshore manufacturer to the Responsible Supplier

Which EESS record should match the charger?

EESS separates in-scope equipment into three risk levels. Level 1 equipment needs safety evidence but product registration is voluntary; Level 2 and Level 3 equipment must be registered. EESS also states that a mobile-phone charger is in-scope Level 3 equipment under “power supply or charger”. A Level 3 registration must be supported by a current Certificate of Conformity, while the Responsible Supplier remains responsible for keeping the registration and supporting details current.

The practical check is a four-way match between the product nameplate, the EESS equipment record, the certificate and the Responsible Supplier. Model suffixes, input ratings, output profiles, plug construction and brand ownership all matter. Similar housings or a certificate for another family member are not enough to establish that the quoted model is the registered equipment.

Why must ACMA records be checked separately?

The RCM is also the compliance label used under ACMA regulatory arrangements. ACMA tells suppliers to identify the applicable labelling rules, obtain supporting test evidence, sign and retain a Declaration of Conformity, register on the national EESS Platform when required, and apply the label only after the earlier steps are complete. The records depend on the product and may include a product description, test report, customer guide and change statement.

For buyers, this means the EESS electrical-safety trail and the applicable ACMA trail should be reviewed as connected but distinct obligations. ZIMONAI’s editorial judgement is to ask for one indexed compliance folder that maps every document to the same sale model and revision. That folder can show how the supplier reached the label; it still needs purchasing, production and shipment evidence to show that the delivered units match the documented design.
