CE is a manufacturer’s declaration—not a certificate issued by a central EU authority.

What to request when a power-adapter supplier says a product is CE certified: declaration, exact model, applicable rules and supporting technical evidence.

Executive summary

CE marking is the manufacturer’s declaration that it identified applicable EU rules, completed conformity assessment, prepared technical documentation and signed an EU Declaration of Conformity; no central EU authority issues a universal certificate. Overseas buyers should match the manufacturer, model and ratings to that declaration, its legislation, standards, date and signatory, then check supporting reports and any notified-body role against the route; a logo or voluntary certificate is not a substitute. Why “send me the CE certificate” is the wrong first question

The European Commission explains that CE marking is the manufacturer’s indication that the product meets applicable EU requirements. The manufacturer is responsible for the conformity assessment, technical file, declaration and mark. Some legislation permits self-assessment; some product routes require a notified body.

Because the route depends on the product, a document titled “Certificate of Compliance” can be relevant evidence but is not automatically the legal document that establishes the manufacturer’s declaration.

Read the Declaration of Conformity field by field

The declaration should identify the product and responsible manufacturer clearly enough to connect it to the item being purchased. It should list the applicable legislation and standards, and include the place, date, authorised signatory and statement of responsibility.

Power electronics may involve more than one applicable requirement depending on voltage, electromagnetic behaviour, radio function, materials and intended market. Do not copy a standard list from another product; compare the declaration with the actual architecture and ratings.

  • Notified-body details only when the applicable route requires one

Cross-check the supporting evidence

Compare test-report model names, ratings, photographs and construction details with the quotation and sample. Confirm that the issuing laboratory and report can be contacted or verified where possible. If a notified body number appears beside the CE mark, confirm that the body is authorised for the relevant legislation and procedure in the NANDO database.

The European Commission specifically warns about voluntary certificates that may be mistaken for legally recognised CE approval. The title of a document matters less than its legal role and connection to the exact model.
