Does an IECEE CB Test Certificate mean a charger is approved in every market?
A CB certificate can support national certification, but buyers still need to verify the exact charger record, issuing body, model scope and destination-country requirements.
Executive summary
An IECEE CB Test Certificate records a sample-based assessment of the stated product and standard and can support an NCB in granting national recognition. Overseas buyers should match the certificate status, exact model, ratings, manufacturer or brand relationship, standard edition, national differences and issuing NCB; the scheme has no ongoing factory surveillance and provides no automatic approval in every market. ZIMONAI’s editorial view is to use the CB record as portable technical evidence that can shorten the next national approval step, not as a passport for every country or proof that the shipment matches the assessed sample.
- 01
Search the certificate reference in the official IECEE database; do not rely on the supplier’s PDF or logo alone.
- 02
Match the model or type reference, ratings, brand, manufacturer, standard edition and any national differences to the quoted charger.
- 03
Ask the destination-country NCB or regulator what national certification, marking, registration or factory-surveillance step remains.
What does a “Valid” CB record actually establish?
The IECEE public certificate portal describes itself as a platform for finding certificates from participating NCBs and warns that its display is only an extract; the certificate owner holds the full information. The same official disclaimer says the CB Scheme tests selected samples under an ISO/IEC 17067 type 1a process and does not include ongoing factory surveillance. A “Valid” status therefore supports a specific certificate record, not continuous approval of every production unit.
The IEC also states that a Test Report Form is not a valid CB Test Report unless it is signed by an approved CB Testing Laboratory and appended to a CB Test Certificate issued by an NCB. For a buyer, a stand-alone test-report PDF, a laboratory logo or an IEC standard number is not equivalent to the complete CB deliverable.
Which fields connect the certificate to the quoted charger?
The official IECEE result exposes decision-relevant fields including certificate status and reference, product, manufacturer, ratings and principal characteristics, trademark, model or type reference, standards used, national differences, issue date and issuing NCB. Compare those fields with the quotation, label, packaging, sample and technical specification without shortening suffixes or combining wattage variants.
ZimonAI’s practical reading is to resolve every name or model difference before relying on the record. An OEM brand, trading company or additional model can be legitimate, but the supplier should show the written relationship and model coverage. If the record is absent, IECEE instructs users to contact the certificate owner or issuing NCB; absence is a verification gap, not automatic proof that the document is fraudulent.

- Product description and exact model or type reference
- Input, output, wattage, class and port configuration
- Manufacturer, applicant or brand relationships
- IEC standard and edition shown in the record
- National differences and issuing NCB
Does the CB certificate replace destination-country approval?
No. The current IECEE basic rules describe member recognition of IECEE deliverables as a mechanism used for granting a National Mark or another form of national recognition. IEC guidance likewise says national approval is facilitated when the relevant national differences have been taken into account. “Facilitated” is not the same as automatically granted.
Before purchase, identify the country where the charger will be sold and ask the relevant regulator or NCB which national deviations, plug requirements, certification marks, registrations or factory-surveillance obligations apply. This is ZimonAI’s evidence-handling conclusion from the official scheme boundaries; it is not an NCB decision on a specific product or market.
