Match Anatel homologation evidence to the exact phone-charger model, ratings and factory. Ato 5155 defines the scope; the mark alone does not prove shipment identity.

Which phone chargers fall under Ato 5155?
Anatel’s Ato No. 5155 took effect on 17 April 2024, with its annex mandatory from 14 October 2024. It covers portable chargers supplied from AC mains, portable chargers supplied from a DC source such as a vehicle socket, inductive phone chargers regardless of whether their source is AC or DC, and USB interfaces dedicated to supplying power without data transmission.
The same annex excludes USB interfaces that are part of the electrical or electronic design of another device, giving televisions, computers and vehicle multimedia units as examples. It also defines the charger as equipment that charges a mobile-phone battery; cables or equipment that do not convert or adapt electrical energy are outside that definition. These boundaries matter because the product’s function and architecture—not a supplier’s broad “adapter” label—drive classification.
What should match across the record, certificate and quoted model?
Start with the homologation identification shown on the product and request the corresponding Anatel homologation certificate and supporting conformity documents. Anatel’s FAQ describes checking a product by its homologation number or by the applicant or manufacturer name. Because the agency moved new applications to Certifica in September 2026, buyers should follow the current product-certification page for the live access route, then compare the complete model and suffix, brand, manufacturer, input and output ratings, plug, port layout and any model-to-family explanation with the quotation and a representative sample. The annex requires the resulting conformity document to state maximum input and output voltage and current values used in the assessment.
The technical rule is model-specific: it sets a minimum of 22 charger units for the electrical-safety tests it describes, and permits family coverage by similarity only when enclosure, printed-circuit board, interconnection diagram, board layout and internal hardware are the same. A different enclosure triggers supplementary tests for specified plug-dimension and mechanical requirements. This is a reason to request the documented family relationship and change history, not to infer coverage from a shared product photo.

Account for the 2026 Certifica transition without confusing it with a rule change
Anatel announced that its Certifica platform began handling certification and homologation procedures on 8 September 2026, while the former SCH stopped accepting new applications. The agency describes this as a change to the application system and says the certification and homologation rules remain unchanged. Certifica is the current route for submitting and tracking covered procedures; the agency’s FAQ describes checking approved products by homologation number or the applicant/manufacturer name, so use the live links on its certification page rather than assuming an older SCH URL is still current. A database result does not replace the product’s certificate or model-level comparison.
For a procurement file, keep the product mark, homologation number, certificate, manufacturer authorization or relationship, model-family basis, test evidence and dated official checks together. Anatel also says its special own-use conformity-declaration route cannot substitute an overseas certificate for a mains-connected charger. That is different from the regular market route and should not be confused with a blanket allowance for importing commercial samples.
